Letter from EST Paul Capurso: A Historic Win for Our Union- $500M Workforce Housing Agreement Secured

05.21.2025 Luke Marino

Dear Brothers and Sisters,

I’m proud to share exciting news that marks a major milestone for our union and working families across New York City.

The NYC District Council of Carpenters has secured a landmark $500 million agreement with Resorts World New York City to build up to 50,000 units of workforce housing citywide over the next 20 years. This partnership is more than an investment in real estate—it’s an investment in union labor, good jobs, and the future of New York’s working class.

What This Means for Us:

  • Union jobs secured for 20 years—putting thousands of our members to work
  • Hundreds of thousands of work hours to help rebuild NYC
  • Housing options specifically for middle-class workers in all five boroughs
  • A major step in addressing the city’s deepening housing affordability crisis

This project ensures that union hands will build the communities where working New Yorkers can afford to live—neighbors who teach our kids, care for our families, and keep the city running. With our skills and dedication leading the way, we are not just building housing—we’re building hope, opportunity, and stability for the future.

This is a defining moment for our union. We’ve always known that union work builds strong communities, and this agreement proves it on a citywide scale. It’s not just a light at the end of the tunnel—it’s a clear path forward.

Thank you to every member and staff member who helped make this possible. Together, we build New York—today, tomorrow, and for generations to come.

In solidarity,

Paul Capurso
