Change to the OWL Rules for Apprentices

12.02.2021 jwatson

In alignment with the CTC’s expectations and/or requirements of apprentices being ready and able to work and the rules and regulations of the CTC, the following change to the OWL rules will have apprentices more likely to be fully employed while signatory contractors will be able to staff jobs with the appropriate match of apprentice.

Effective Monday, December 13th, “Apprentices shall be referred under separate Job referral lists for each local union craft/trade which shall indicate their apprentice year. The Apprentice list for each craft/trade will cover the entire geographic jurisdiction of the New York City District Council for the particular craft/trade. Consistent with the Carpenters Training Center’s Rules and Regulations for Apprentices, Apprentices are not permitted to reject a referral or otherwise avail themselves of the provisions of OWL Rule 19.”
