1. Describe how you have stood with the District Council of Carpenters in the past. Provide specific examples.*

2. If applicable, describe a time when you disagreed with the District Council of Carpenters and explain why.*

3. Developers have long promised to build more affordable housing and create good-paying jobs in the process; all too often they do neither. As a result, 41% of construction workers in New York rely on government assistance, compared to 33% of all workers in New York. Construction workers are also three times more likely to lack health insurance than the average worker. These statistics do not account for undocumented construction workers, who face far worse exploitation. In recent years, the City Council has demanded stronger labor standards for our members, many of whom are their constituents. Developers, faced with the prospect of their rezonings being denied, suddenly found money to pay workers the wages they deserve.

3a. Will you commit to proactively seeking the Carpenters’ input when any plans for a large development are introduced in your district?*

3c. As part of the Uniform Land Use Review Procedure (ULURP), applications must be reviewed and approved by the full City Council. It is customary for the Council to defer to the Member(s) who represents the area. Do you support the custom of member deference? In what situations would you break this custom?*

4. The Fair Share Act introduced by Council Member Kevin Riley would require that construction workers be paid prevailing wages on any nonresidential project receiving more than $1 million in funding from the city or a city-affiliated economic development entity. Will you vote for the Fair Share Act?*

5. The Campaign Finance Board considers member-to-member communication about elections to be an in-kind monetary contribution, limiting unions’ ability to interact with and organize their members. Do you support eliminating this anti-union restriction?*

6. Local Law 196, which took effect in 2021, requires 40 hours of safety training for construction workers on most public and private projects. The Department of Buildings, however, has chronically lacked the resources necessary to enforce this law. Will you work to provide funding, inspectors, and oversight to the Department of Buildings so that it may better enforce Local Law 196?*

7. The Department of Housing Preservation and Development (HPD), which has a FY2025 budget of $1.84 billion, has long lacked sufficient oversight and transparency. As part of he budget process, will you commit to stipulating an audit of HPD, or at the very least secure broader disclosures and a greater degree of accountability from HPD?*
