4. The Protecting the Right to Organize Act, or PRO Act, would strengthen various labor protections related to employees' rights to organize and collectively bargain in the workplace. Do you support the PRO Act?

5. If a sanctioning picket line is in place, would you honor it by not crossing it and publicly advocate by making phone calls and speaking out in favor of the workforce?

7. The Davis-Bacon Act mandates a federal prevailing wage on federally funded construction projects. There have been repeated attempts to roll back and/or limit the scope of these provisions. Would you pledge to advocate against such attempts?

Project Labor Agreements are comprehensive agreements between a public entity/developer and a jurisdictional Building Trades Council that set requirements for a building project. PLAs save money by guaranteeing no strikes or picketing, that correct wages are paid, and that unscrupulous contractors won’t victimize the project. PLAs guarantee unions will work together so that the project is of a higher quality, finished on or before schedule, uses community labor, and is often under budget. The PLA may also allow that a certain percentage of the workforce not come from the union hiring hall.

10. Executive Order 14063 issued by President Biden requires Project Labor Agreements for most large-scale federal construction projects. Do you support the codification of this executive order into federal law?

11. Misclassification of workers runs rampant in the construction industry. Men and women who should legally be considered employees are paid as independent contractors by unscrupulous businesses, who seek to pay lower wages and evade payroll taxes. Do you support efforts to stop misclassification? If so, do you have any ideas to improve enforcement?

12. Congress recently repealed the so-called “Cadillac Tax” on high-quality employer-provided plans. The Carpenters supported this repeal. Would you pledge to stand up against any efforts to place a higher tax on such health insurance plans?

Apprenticeship programs are essential to the construction industry, for they are the most common way for individuals to become acclimated, educated, and trained to work safely and efficiently in the field. It is a free alternative to college and provides a direct pathway to the middle class. Apprentices are paid a predetermined wage and benefits for all of their on-the-job training and are the only individuals legally allowed to work for a rate below the prevailing wage on public projects.
